What's fundamentally new about ARC?

From the tutorial, I can't see what's fundamentally new about ARC. It's a Lisp-1 with short names and a few reader-macros. So far from the tutorial it looks like MacLisp or Common Lisp with somewhat shorter names.

The fact that most of it is written in Arc?

I can write a Lisp-based language in the language itself with approximately 0 lines of code.
