I've only learnt VB years ago... Since all programming languages seem foreign to me, is it possible to learn Arc? If no, what are the prerequisites?

I don't think there are any prerequisites; if you're on windows, most of us here don't use arc on windows, so that might be an issue down the road. But there's installation instructions (and much more) at http://sites.google.com/site/arclanguagewiki. Feel free to ask more questions.
